Our verdict

Loto-Québec suits Quebec residents aged 18 or over who want a government-run casino with a highly rated app, French-first service and strict payout rules. Anyone outside Quebec should skip it: the conditions accept Quebec residents only. The one thing to watch is the welcome offers, because their wagering rules are not on the public promotions page. Game counts and a testing lab are not published either, so those scores stay low.

The app Loto Quebec players download and the browser site lead to the same place: the only online casino that the Quebec government itself operates, open to Quebec residents aged 18 or older. Its slots, live dealer tables and lottery games sit on the site Loto Quebec runs at lotoquebec.com, where the espacejeux.com address now sends its content.

This review is built only from what Loto-Québec publishes: its specific conditions of use, the public casino and promotions pages, the contact page and the app store listings, all read on 23 October 2026. Where a fact is missing from those pages, such as wagering terms or a total game count, we say so rather than guess. Scores follow our review method.

Loto-Québec casino bonus: two offers for new players

As of October 2026 the public promotions page shows two separate offers for new players, one for slot machines and one for the Live Casino. They are not stacked into a single package, and each comes with its own promo code built into the sign-up link.

OfferWording on the promotions pagePromo codeDeposit needed
Slot machines"Get $25 to step into the casino world"A25MS10626Not stated
Live Casino"Deposit $25 and get $50 to play Live Casino"A50CD10627$25

What the page does not show is just as important. There is no wagering multiplier, no expiry period, no maximum bet and no list of which games count. Without those terms nobody can work out how much play stands between the bonus and a withdrawal, so we do not offer a dollar example here. The Live Casino line can also be read two ways: $50 in total for a $25 deposit, or $50 added on top. The full conditions should settle that before you opt in.

Beyond the welcome offers, the casino page names the Casino Privileges Club, Casino Promo Points, Flash Drops, the Megavault, IGT slot machine tournaments and a nightly $2,000 prize pool roulette promotion. Our Loto-Québec bonus page goes through each one and what is known about its rules.

Questions to answer before you opt in

  1. What is the wagering multiplier, and does it apply to the bonus alone or to the deposit plus the bonus?
  2. How many days do you have to meet it?
  3. Is there a maximum bet while the bonus is active?
  4. Do live tables count fully, partly or not at all towards the slot offer?

None of those four answers is on the public page, which is why the bonus score sits at 4 out of 10. A provincial operator still owes players clear terms; the missing detail is a transparency gap, not proof of a bad deal.

Games: Loto Quebec slots, progressive jackpots and blackjack

Loto-Québec does not publish a total game count, and its lobby does not label titles by provider. What the casino page does show is the shape of the library:

  • Slot machines, with titles such as Huff N Puff Haunted Mansion, Lucky Larry's Lobstermania 2 and Rakin' Bacon Fu Zhu Bao Bao.
  • Progressive jackpots under the MegaJackpots and Powerbucks names, including MegaJackpots Cash Eruption, Powerbucks Wheel of Fortune Shimmering Sapphires and Ultimate Fire Link Explosion Jackpot Festival.
  • Live Casino with baccarat, blackjack, dice, poker, roulette and live slot machines.
  • Table games, listed as a category without a count.

The only provider named on the pages we read is IGT, through its slot machine tournaments. That is why the games score is modest: a missing count is not rewarded, however familiar the titles look.

Blackjack, roulette and Plinko

People searching for blackjack loto quebec will find it in the Live Casino section. For roulette Loto Quebec offers live tables in the same section, next to baccarat. Plinko is a different story: it is not among the titles named on the public casino pages as of October 2026, so check the game search once you are logged in rather than relying on outside lists. Every game carries a house edge, including the live tables, and no published payout percentage exists for this casino.

Deposits and withdrawals: the rules in the conditions of use

Sections 6.1 and 6.2 of the specific conditions of use set out how money moves in and out. The named deposit methods only appear inside the logged-in Deposit section, and the conditions say they vary by bank and operating system. That is why we cannot confirm Interac from the public pages, even though it would be the obvious guess for a Canadian site.

The rules that are public:

  • Prepaid cards, corporate credit cards and American-issued credit cards (the conditions name Capital One and MBNA) cannot be used to deposit.
  • You set a weekly deposit limit between $25 and $9,999. Raising it takes effect after 24 hours.
  • Withdrawals go by transfer to a personal bank account you have linked, with a $10 minimum per request.
  • A minimum delay of 24 hours applies to every withdrawal request.
  • Cheques are kept for special cases, from $20.
  • There is no crypto option, and the account works in Canadian dollars.

Loto-Québec may also ask for extra information, including your occupation, under its anti-money-laundering checks.

Before your first withdrawal

  1. Link a personal bank account in your name; withdrawals cannot go anywhere else by default.
  2. Keep the request at $10 or more, the minimum per transfer.
  3. Allow for the 24-hour minimum delay that applies to every request.
  4. Have your occupation and other details ready in case the anti-money-laundering check asks for them.

Fees and an end-to-end payout time are not published, so the payments score reflects a clear process with some blanks. For casinos that publish their Interac rules in full, see our Interac casinos list.

Getting paid, including after a big win

A big win at a provincial casino follows the same withdrawal path as a small one, with one exception written into the conditions. Requests of $100,000 or more are handled separately and are not deposited automatically into your bank account. The conditions do not say how long that separate handling takes, so a player who lands a large progressive should expect a step beyond the normal transfer.

For everyone else the sequence is short. You must already have a personal bank account linked to your player account, the 24-hour minimum delay runs from the moment you request the money, and the transfer goes to that account. In special cases a cheque is possible from $20. No crypto wallet, e-wallet or card withdrawal appears in the conditions.

Where the bigger prizes come from

The progressive titles on this site run under the MegaJackpots and Powerbucks names, and promotions such as the Megavault and the nightly $2,000 prize pool roulette promotion add their own prizes. The rules for sharing those prize pools are not set out on the public casino page. If a win is large enough to reach the $100,000 threshold, the customer service line is the place to ask what the separate process involves.

One more point worth knowing: Loto-Québec may ask for additional information, including occupation, before it releases money. That is an anti-money-laundering requirement, not a sign that anything is wrong with your account.

The app Loto Quebec players use, and the browser site

Searches for app loto quebec point to one product: the Loto-Québec app, published on the App Store by the Société des loteries du Québec and listed on Google Play. Loto-Québec's own page says slot machines, lottery games and Live Casino games are now available in the app, so the casino is no longer a browser-only product.

The App Store listing showed a rating of 4.69 from 259,837 ratings when we read it on 23 October 2026. That figure covers the whole app, lottery included, not the casino section alone. A Google Play rating is not part of the facts we checked.

The browser site at lotoquebec.com carries the same casino, and the conditions say deposit methods can differ by operating system, so the cashier you see on an iPhone may not match the one on a Windows laptop. Mobile scores well here because both store apps exist and the App Store listing names the operator itself as the seller.

Loto Quebec official site, ownership and safety

The loto quebec official site is lotoquebec.com. The older espacejeux.com address still exists, but its English casino pages now hand their content to lotoquebec.com. Searches typed as "loto quebec .com" are looking for the same Crown-run platform, so check that the address in your browser is one of those two domains.

Loto-Québec is the provincial Crown corporation that conducts the games. Its footer reads "© 2026, Loto-Québec and its subsidiaries", and the conditions of use place the casino games under the By-law respecting casino games and the By-law respecting interactive television games. There is no separate licence number to look up, because the operator is the province's own corporation rather than a private company holding a permit.

That status is the main reason the safety score is high. Loto Quebec online gambling is not an offshore product with a licence from Curacao or Kahnawake; it is the government channel. Two gaps keep the score from a 10: no testing-lab certificate and no payout percentage appear on the pages we read, and we found no published list of regulator actions either way.

The difference from an offshore casino is practical, not only legal. An offshore site is not licensed by any province, so a Quebec player with a complaint deals with a foreign regulator, if there is one. At Loto-Québec the operator and the rules belong to the province itself, and the conditions of use are published in French with an English version.

A note on names: this page covers the online casino only. The loyalty scheme named on the online casino pages is the Casino Privileges Club, and we have not reviewed any land-based programme.

Customer service in French and English

Support is one of Loto-Québec's stronger areas. The contact page lists three routes:

  • Chat, through the "Chat with Us" button.
  • A contact form, answered by email.
  • Customer Service by phone at 1-866-611-5686.

The service runs every day from 10 a.m. to 11 p.m. That is not around the clock, so a problem at midnight waits until the morning. French is the primary language of the whole site, and the English pages state that the Charter of the French language governs them.

Loto Quebec down? What to try

If the site or app will not load, the phone line is the most direct route during opening hours, because it does not depend on the site loading. We found no status page on the pages we read, so outside 10 a.m. to 11 p.m. there is no published way to confirm an outage.

How to sign up and log in

The conditions set two entry rules before anything else: you must be a resident of Quebec (section 4.1.2) and 18 years of age or older (section 4.1.1). The new-player offers carry their promo codes inside the sign-up links on the promotions page, so the code travels with the link rather than being typed in later.

Before you can withdraw, you have to link a personal bank account. Setting that up early saves a delay after a win. Loto-Québec can also ask for more details, such as your occupation, under its anti-money-laundering obligations.

The steps for logging in, the identity checks and what to do when the login page rejects you are covered on our Loto-Québec login page.

Responsible gambling tools

The contact page and the conditions list a full set of tools, which is what you would expect from a provincial operator:

  • A weekly deposit limit from $25 to $9,999, with increases delayed by 24 hours.
  • Gaming limits.
  • Breaks (pauses) from play.
  • Self-exclusion.
  • A summary of your gambling habits.
  • Wise Play messages while you play.

Two of these tools are worth a closer look. The summary of your gambling habits puts your own play history in one place, which helps because spending is easy to underestimate across many short sessions on a phone. Wise Play messages belong to the same toolkit. Breaks and self-exclusion take you out of the casino for a chosen period, and self-exclusion is the stronger of the two.

The 24-hour wait on a higher deposit limit is a small but useful brake: it stops a limit from being lifted in the middle of a losing session. Treat casino play as paid entertainment with a house edge, and set the limit before the first deposit. Helplines and more tools are on our responsible gambling page.

Who can play Loto-Québec: Quebec only

Section 4.1.2 of the conditions limits accounts to residents of Quebec. The table shows what that means for each part of Canada.

Who Loto-Québec suits, and who should look elsewhere

It suits Quebec residents who want a government-run casino, in French first, with an app published by the operator and payouts that go only to their own bank account. The weekly deposit limit and the 24-hour delay on raising it make it one of the more controlled ways to play online.

It does not suit anyone outside Quebec, players who want crypto or e-wallet withdrawals, or bonus hunters who want the wagering rules in writing before they deposit. Those players can compare other sites on our casino reviews list.

The trade-off is simple. An offshore casino may advertise bigger welcome packages and more payment methods, but it is not licensed by any province, and a dispute there runs through a foreign regulator. Loto-Québec gives up some of that variety in exchange for being the province's own operator, with French-first service, a toll-free phone line and rules written into public conditions of use. For many Quebec players that is the deciding factor; for others the narrow payment options and the missing bonus terms will matter more.

Gambling should stay a choice

Online gambling in Canada is set province by province. Ontario and Alberta license private operators; the other provinces run their own sites, and casinos licensed abroad are not supervised by any Canadian regulator. Real-money play is for adults: 19+, or 18+ in Alberta, Manitoba and Quebec.
